Police say an officer stopped a white 2005 Ford Mustang on the exit ramp from eastbound Interstate 435 to State Line Road at 3:17 a.m.. While on that traffic stop a second vehicle, a Chevrolet Malibu, pulled in front of the Mustang. The officer walked up to the Malibu to see why they had stopped, at that time a second officer had arrived on scene and witnessed a subject in the Mustang toss a gun out of the window. That officer alerted the first officer, to the gun, who then saw the Mustang driving towards him. The officer opened fire on the fleeing Mustang. Stepped up Holiday Enforcement

Posted: November 20, 2011 - 3:24am
Updated: November 20, 2011 - 4:00am

Preliminary results from KHP regarding this enforcement effort. Released: December 1, 2011 LINK

Law Enforcement throughout the Douglas and Johnson County area are participating in the Kansas Thanksgiving Traffic Enforcement Campaign. The campaign will begin Monday, November 21 and last through Sunday, November 27, 2011. A grant from the Kansas Department of Transportation will enable area law enforcement to have more officers present on area roadways to aggressively enforce Kansas traffic laws. Officers will be looking especially for impaired drivers and for children, teens, and adults who are not legally and properly secured with a seat belt or child safety restraint system.

According to KDOT, the Thanksgiving holiday weekend (Wednesday-Sunday) commonly outranks all other holidays in its number of alcohol related crashes. Those driving under the influence of alcohol or other drugs, endanger not only themselves, but also their passengers, other motorists, and pedestrians. Across Kansas, six persons - most of them innocent - are killed or injured in nine alcohol-related crashes each day. KDOT says compared with non-alcohol-related crashes, vehicle occupants in alcohol-related crashes are over two and a half times more likely to be injured or killed. Each week across Kansas over 300 drivers are arrested for driving under the influence.

Failure to take the time to buckle up is also responsible for needless death and maiming. Those who do not buckle up are about 12 times more likely to be killed and almost twice as likely to suffer injury as those who do buckle up. Even worse is the fact that the injuries suffered by those who are unbuckled are likely to be much more severe or disabling than those suffered by an occupant who is properly restrained. According to KDOT, which tracks all crashes in the state, crashes are most likely to occur within a short distance from home.

Area law enforcement reminds the public that if you are going to be drink, always designate a non-drinking driver. Make arrangements ahead of time.

Overland Park Police closed the northbound lanes of US 69 Highway at 151st Street in Overland Park as they investigate a three vehicle accident that occurred at 6:10 a.m.. The accident occurred closer to 143rd Street. Police have confirmed that two people were pronounced deceased at the scene and four others, including two juveniles, were transported from the scene by Johnson County Med-Act Ambulances.

The highway reopened just after noon Monday morning.

Police say that three vehicles were involved in the accident, one did rollover. Northbound traffic is being forced to exit at 151st Street. Southbound traffic is restricted to one lane. Police say that the lane closures will remain in place indefinitely.

The female driver and a juvenile were killed in the accident according to Police. Overland Park Police have identified 29-year-old Heidi Lynn Adams as the driver of the SUV who was killed in the accident. Adams' daughter, 9-year-old, Imogin Grace Adams was also killed in the accident. Police say the 4-year-old and 7-year-old were also Adams' children.

The 4-year-old remains in critical condition and the 7-year-old remains in serious condition, according to the Overland Park Police Department. Updates were not available on the conditions of the two pickup truck drivers who were injured in the accident. Earlier reports from Johnson County Med-Act were that one of the adults was seriously injured and the other suffered minor injuries.

A LifeFlight Eagle Helicopter was initially dispatched to the crash scene. That helicopter was canceled prior to it's arrival. All four patients were transported by ground.

Initial reports indicated that the SUV went airborne and struck the top of a pickup truck. The airborne SUV was then struck by a second pickup truck and finally came to rest, upside down, in the ditch. Police would not confirm this report at last check.

A witness to the accident tells Operation 100 News, by phone, that the two children were both in the vehicle that came to rest overturned in the ditch. That same witness tells me, one of the children was cut out of the SUV by firefighters. This report was confirmed by a Police spokesperson.

The Kansas Highway Patrol's preliminary accident report states that both vehicles were southbound on Interstate 35 near 95th Street. One of the vehicles was traveling at a "high rate of speed" when it rear ended a second car. The striking vehicle sustained "heavy damage" while the other sustained "moderate damage."

Three people were involved in the accident. The driver of the striking vehicle was the only occupant of that vehicle and was transported to an area hospital with serious injuries. That person has been identified as a 33-year-old, Olathe woman. Reports indicate that this woman was intoxicated and was wearing her seat belt at the time of the accident. The Highway Patrol continues to investigate her level of intoxication and says that charges are possible.

The two female occupants of the second vehicle were an 18-year-old driver and a 17-year-old passenger. Both sustained minor injuries and refused medical treatment at the accident scene.

While investigating this accident, Lenexa Police say they were blocking traffic from entering southbound Interstate 35 from 95th Street, when a vehicle swerved around the parked Police vehicle and entered the accident scene. That vehicle was stopped by the Highway Patrol and the driver, a 24-year-old female from Colorado Springs, Colorado, was arrested for Driving Under the Influence. She was booked into the Johnson County Jail on a $1,000 bond.

The Highway Patrol reopened southbound lanes of I-35 at 2:20 a.m.

Nationwide test of Emergency Alert System scheduled for Nov. 9

Posted: November 1, 2011 - 3:09pm
Updated: November 9, 2011 - 5:30am

For the first time ever, a full-scale, nationwide test of the Emergency Alert System will be conducted to help ensure that the system works as intended in the event of a major disaster. The Emergency Alert System has been in place since the 1950's, the November 9th test will mark the first time the system has been utilized at the same time nationwide.

The test is scheduled for 1 p.m. on Wednesday, Nov. 9. At that time, radio stations, local television stations, wireline video services, and cable and satellite providers in the Kansas City metropolitan area will join other broadcasters across the country for a simultaneous test of the system.

The EAS is a national alert and warning system established to enable the President of the United States to address the American public during emergencies.  NOAA's National Weather Service, governors and state and local emergency authorities also use parts of the system to issue more localized emergency alerts.

"The upcoming national test is critical to ensuring that the EAS works as designed," said Jamie Barnett, Chief of the FCC's Public Safety and Homeland Security Bureau.  "As recent disasters here at home and in Japan have reminded us, a reliable and effective emergency alert and warning system is key to ensuring the public's safety during times of emergency.  We look forward to working with FEMA in preparation for this important test."

Over the past two years and as part of ongoing national preparedness planning efforts, FEMA, the FCC and other federal partners, state, local, tribal and territorial governments, Emergency Alert System participants and other stakeholders have been working toward making this test a reality.

While the test will be similar to the routine monthly tests most citizens are familiar with, there will be a few key differences:

·         The nationwide test will last longer than normal – approximately three minutes.
·         While the audio message will be the same for everyone and include the words, “This is a test,” the video test may vary due to differing technologies. Viewers should be aware that the video messages may or may not include the words, “This is a test” in the background image or scroll at the bottom of the screen.
·         The test will be conducted ONLY through broadcast media (Television & Radio). It WILL NOT include NOAA weather radios, mobile devices or outdoor warning sirens.

The nationwide test will be conducted jointly by the Department of Homeland Security, Federal Emergency Management Agency, Federal Communications Commission and National Weather Service. These agencies selected Nov. 9 for the test because it is near the end of hurricane season and before the severe winter weather season begins.

Serious accident leaves one critically injured

The Overland Park Police Department and Kansas Highway Patrol are investigating a one vehicle accident that has left one person critically injured. The accident occurred just before 1:30 a.m. in the westbound lanes of Interstate 435 just west of Pflumm Road. As a  result of the accident, both of the ramps to Interstate 35 were closed for about four hours. The ramps reopened just before 5:30 a.m..

Law Enforcement from Lenexa, Overland Park and the Kansas Highway Patrol responded to the scene after receiving "numerous 911 calls" a dispatcher tells me. Fire Department units from Overland Park and Lenexa responded with Johnson County Med-Act to the scene.

A dispatcher tells me that the ramps from Interstate 435 to Interstate 35 will be "closed indefinitely" as the accident is investigated and cleared. An adult male, reportedly in his mid 20's, was the only occupant of the vehicle and he was ejected when the vehicle, a 2001 Ford Expedition, rolled over.

An unidentified caller to Operation 100 News tells me that he could, "smell a strong odor of alcohol in the crashed car." Overland Park Police also confirm that alcohol is suspected to have played a role in the accident.
